以系統工程管理概念探討機隊管理中心作業流程-以陸軍航空為例

A Study of the Center of Fleet Management for Aviation by the Concept of System Engineering Management-Army Aviation

摘要


機隊管理中心制度及作業流程之良窳與機隊妥善率有著密不可分的關係,近年來年度計畫性備料學者導入資訊系統管理、知識管理分析等概念以健全機隊管理流程,具有相當的助益。本研究將先介紹美國政府、軍方及民間廠商合作研發之系統工程管理概念,後針對我陸軍航空機隊管理中心主要之任務:計畫性、非計畫性保修管制及年度計畫性備料流程進行現況及現今所面臨挑戰作深入探討;最後,將系統工程管理概念導入機隊管理中心管制流程之中,以顧客需求與滿意度為目標進行改進建議,以有效提高保修管制作業效率及年度備料計畫之可靠度。

The system and processes of center of fleet management (CFM) has a unseparately relationship with the aircraft availability rate. Recent years, scholars used Information Systems Management and Knowledge Management analysis concepts to improve the management process of CFM. This study will introduce the System Engineering Management which is developed by U.S. government, Department of Defense and private vendors. After that, this study would introduce the process and challenges of main duty of CFM: maintenance control and annual plan preparation of materiel processes; Finally, the systems engineering management concept into the CFM control process. Base on the customer needs and satisfaction as the goal to improve the efficiency of management of maintenance and the reliable of annual plan preparation of materiel processes.
