This paper first introduced the Chinese and Taiwanese history of prostitution/sex worker policy and how the policy was related to the transition of the civil society. By using the 1999-2002 World Survey data, the present study examined and compared the public opinions towards prostitution/sex worker between civil and non-civil societies in the world. The result indicated the public attitudes in civil society are more tolerant, diverse, less moral consensus to prostitution/sex worker than those in non-civil society. Our paper suggested that a more humane and effective policy to manage prostitution/sex worker can be considered by the Chinese government in the future.
