非正式部門之概念係由國際勞工組織(ILO)於1971年提出,通常指工作,薪資不穩定的勞工或自營業者(self-employer)。由於這些人在都市就業中佔著相當比例,與正規經濟發展密切關係,且該部門的存在,亦扮演著類似社會安全制度角色,已成爲都市、就業政策研究不可或缺一環。本文試圖以過去非正式部門研究建立的理論爲基礎,以社會學和人類學的方法、整合社經結構、空間層面考慮,對台北市路邊洗車業,作一深入實證研究。由業者與其生產投入因素,產出勞務等所涉及活動、區位的分析,及其與相關正式業者的關係,探討該業的特性、成因及其與都市環境的關聯性。並據以提出該業發展策略,以爲都市規劃管理之參考。
The Concept of IFS was first initiated by a series of empirical studies sponsored by ILO beginning in. 1970's. IFS is generally defined as a sector whereby workers are working under unprotected conditions. Besides it is treated as a sector that provides casual jobs or self employment opportunities Since IFS marks up quite a large percentage of urban employment its importance in understanding urban economy has been increasing over the past years Using generally held theories developed so far this study applying both sociological and authropological viewpoints tried to tackle upon one of the industries in IFS-Car Washer in Taipei city The study explored information concerning car washer, characteristics, input and output factors of their businesses, its relationship with FS as well as the causes contributing to the existence of such businesses etc A preliminary suggestion was also provided with the hope that it may shed light on the management of such practices in the near future.
