公共工程品質向來視為國家進步之重要指標,公共工程建設除可帶動國家整體經濟發展,亦於無形中提升國家競爭力,因此公共工程之品質對國家建設而言更形重要。公共工程除了要有優良的施工品質外,施工前規劃、設計品質尤為重要,若規劃設計單位無法提供優良的工程規劃設計服務,對於日後施工過程、施工造價、使用機能及維護成本將造成莫大之影響,所以工程技術服務品質之重要性自不言可喻。 本研究範圍界定在公共建築工程規劃設計契約價金給付方式探討,對象包括建築工程主辦機關及提供建築工程規劃設計技術服務之廠商,希望藉由蒐集國內外探討工程技術服務之相關文獻,瞭解工程技術服務之行業特性及酬金、成本、品質、風險等相關議題;再藉由案例研析,歸納出國內外目前執行建築工程規劃設計之技術服務項目和酬金給付方式;再以專家訪談方式,針對研究主題彼此關切之議題及面向深入探討,並整合前述資料蒐集與案例研析之結論,做為研究假設依據及問卷調查架構;最後將問卷結果予以量化統計,並與研究假設加以比對,分析差異之原因,進而歸納出公共建築工程規劃設計技術服務契約價金給付方式。經本研究獲致之結論如下: 一、現行建築工程技術服務酬金給付方式差異甚大,無明確之執行方式。 二、建造費用百分比法使用時機應加以明確規範。 三、工程技術服務項目與服務酬金嚴重失衡。 四、技服契約範本適用性及約束力不足。 五、調整各期酬金比例接近廠商之成本支出,可有效提升廠商服務品質。 本研究希望藉由統計驗證所得到之最後結論,能提供實務界在研擬建築工程規劃設計服務酬金給付方式時之建議或作為主管機關未來推動修訂公共工程技術服務契約範本之參考,以期能達到提升工程技術服務及公共工程品質之目標。
The quality of public construction is regarded as a significant target of a country’s improvement. In addition to bringing the whole economical development, public construction can promote invisibly country’s competition. Therefore, the quality of public construction is very important for the country’s development. Design quality is particularly vital besides fine constructed quality and the planning before construction in the public construction. It will cause utmost effects on the construction process, construction payment, the functions of use, and service cost if there is no perfect planning design in the engineering consultation organization. No doubt, the quality of technical service will be an enormous influence. The paper is based on a research on the payment of technical service for public works. The subjects include architectural engineering authorities and manufacturers who offer technical service of planning design on architectural engineering. It can be understood that the relative issues about characteristics, payment, cost, quality, and risks for the engineering technical services by the ways of the collections of documents. Then, the technical service contents and the payment will be concluded on the current architectural engineering planning by the analyses of case studies. Furthermore, the relative issues focused on this research will be explored by experts’ interviews. And then combine the conclusions of above data’s collections and case studies as the foundations for the study’ hypotheses and surveys of questionnaires. Finally, the questionnaires’ results will be calculated and compared with the study’s hypotheses. Differences between them are also analyzed. The relative conclusions of technical service’s contract payment on public construction planning design will be inducted. The conclusions from this study as follow: 1. The way of payment for technical services on the current architectural engineering is so different, and there is no specific implementation. 2. The timing for the percentage of building cost should be regulated definitely. 3. The severe imbalance between technical service contents and service payment. 4. The suitability and restriction for samples of technical service contracts are insufficient. 5. It can efficiently promote the manufacturers’ service qualities by adjusting payment’s proportion every period near manufacturers’ cost expenses. It will be offered some suggestions to the industrial circles which would like to examine the planning service payment on architectural engineering. Or those suggestions could be regarded as references for pushing to revise the samples of technical service on public construction in the future. Eventually, the goal is reached by promoting the engineering technical service and public construction’s quality.
