本文以台灣89 家已公開發行的生物技術廠商為研究對象,蒐集其於2005 年至 2010 年間的財務、專利資料,和廠商所獲得之研發補助、租稅優惠、政府投資與進駐工業園區情形,運用計量方法探討政府政策是否能有效提昇我國生物技術產業的研發成效。本文的主要的實證結果為: (1) 對整體生物技術產業廠商而言,自行投入之研發資本存量對其獲准之美國專利數存量有正向且顯著的影響。(2)產業政策成效方面,經濟部投入的研發補貼存量、廠商依據生技新藥產業發展條例獲得之租稅抵減額,以及政府透過行政院國家發展基金的直接投資在廠商的美國專利生產函數中均無顯著效果;但在政府主導的四個產業聚落中,進駐新竹科學工業園區與南部科學工業園區對於生技廠商的研發成效有顯著的正向影響。
This paper investigates the effect of subsidies, tax incentives, government investment and clusters on R&D activities in Taiwan bioindustry over the period 2005-2010. The GEE estimates show that R&D subsidies, R&D tax incentives and the investment of National Development Fund have no signficant influence on U.S. patent approvals. However, locating in Hsinchu Science Park or Southern Taiwan Science Park does contribute to a better innovation performance, and our further analysis implies the significance of localized knowledge spillovers or strategic alliances.
