從防災觀點探討都市公園之規劃設計-以屏東縣立運動公園為例

近年來，隨著社會型態不斷改變、人口不斷增加，加速了都會中開發建設之速度與規模，然而，在開發與建設的同時，卻忽略了地球上的自然環境也隨之遭到破壞，當原有之自然規則被破壞到無法復原的程度，大自然便開始有所反撲，世界各地不斷傳出嚴重之天然災變，在這樣的環境之下，我們除了要思考該如何去保護、保存、保育、復育並使其永續發展，還要建置完整之防災與緊急應變措施，以預防產生更嚴重之災害。本研究主要針對防救災緊急避難據點中之防災公園為研究對象，綜合歸納與分析防災公園之理論，並參考相關案例後彙整規劃設計準則，再選定屏東縣立運動公園為實質操作之研究對象，透過現地調查分析與評估，最後套入防災公園之規劃設計理論進行規劃，規劃出完善之緊急避難場所，使災害發生時及後續之處理動作順利進行。研究結果擬提出一套防災公園之規劃模式，或可作為未來相關環境或其他類似研究之參考。

During recent years, with the social patterns constantly changed and total population continued to increase, it will be accelerated in speed and scale of development and construction in the city. However, we have neglected the natural environment are also changes while we developing and construction. When the original rules are destroyed until that can't recover, the nature begins to transform, serious natural disasters are around the world. In this situation, we need to think seriously how we can protect, preserve, conserve, restore and achieve sustainable development, and also have to create complete emergency disaster prevention plan, that can be prevent more serious calamity while the incident happen. In this study, major object is disaster prevention parks in all the urgent refuges, applying the investigation, analysis and assessment, and reference to relevant case to integration of planning and design theory, then taking Ping-Tung County Sports Park complex as a case study. At last, use the theory to planning and design the disaster prevention parks, it can be improving the urgent refuges complete, and also can make disaster management work have been control. This study result proposed a planning model of disaster prevention parks, and may be used as future study reference.
