Sustainable development is the final goal of environmental governance, and intra-city decentralization is the basis of urban environmental governance. The decentralized urban governance for environmental policy not only emphasizes community empowerment and citizen participation, but crucially also public-private partnership. The purpose of this paper is to discuss the practical difficulties, system problems, and relationships between government and community of the Dasyueshan community in Taichung city. In order to get first-hand information, the research methods of this paper are in-depth interviews and participant observation.
