中小企業在我國經濟的發展上,一直是產業結構中重要的經濟主體。近年來,隨著全球經濟風暴的影響,各國企業經營情勢跟著衰退。對於我國經濟架構中作為主體的中小型企業而言,相對於大型企業所具備的資源優勢,總是缺乏足夠的能力進行企業經營與體質的改善提升。因此,為了協助國內整體企業中超過九成七以上的中小型企業能夠繼續生存發展,國內相關政府單位,有責任扮演引導與協助的角色,藉由各項輔導措施來提高中小企業的經營能力。 因此,本研究認為微型、小型及中型等之不同企業規模之企業,在品質管理之推動上應有不同的運作實務及不同的實施程度。參考國內外之相關研究之後,規畫出一份完整且可實際應用的中、小、微型企業之品質管理運作實務,提出品質管理推動的五個階段:產品品質、流程品質、系統品質、全面品質及經營品質。且在各階段上針對微型、小型及中型之不同規模企業提出品質活動之管理手法與工具。 並針對中小微型企業之品質管理課題進行深入的實證研究,依據所規劃之架構問卷設計來進行調查,以了解中小微型企業在各階段之品質活動之運作狀況,以期最終能協助這些企業組織推動品質管理的策略與執行。本研究共歸納出三點研究結論:一、在品質管理運作架構中各階段推動活動的實施程度及實施成效分析方面,研究發現兩者之間具有一定程度的正向相關性。二、企業規模大小與品質管理運作架構中各階段的推動活動的實施程度和實施成效都有其顯著的正向關連性。三、不同產業在品質管理運作架構中各階段的推動活動的實施程度及實施成效均有顯著性差異。
Small and medium enterprises (SMEs) have always been important economic subjects for industrial structure and the economic development for our country. In recent years, as the global economic turmoil rises, many enterprices business situation declines. For small and medium enterprises (SMEs) of the economic subjects for industrial structure in Taiwan, there is always a lack of adequate capacity to improve business and enhance the physical as compared with large enterprises. Therefore, in order to assist more than 97% of the domestic enterprises that are small and medium enterprises, government agencies have to carry on the responsibility lead and help as to assist and improve the management capacity of SMEs. Therefore, this study suggests that the different scales (micro, small, and medium) of enterprises should have a variety of operating practices and implement, different levels of quality management actions. After reviewing the related literatures, this study proposed the complete and use five phases to implementing quality management actions in various industries. The five phases are product quality, process quality, system quality, total quality, and business quality. In each phase, the present study proposed specific quality activities among miniature, small, and medium enterprises. And we proposed different quality management activities, practices, and tools at all stages for different sizes enterprises of different sizes such as micro, small and medium enterprises. Furthermore, this study included an in-depth investigation of quality management issues. A survery questionnaire was designed and used to carry out the investigation on the actual operating results of different scale enterprises in each phase of quality activities. Finally, it would be valuable by drawing conclusions to promote quality management strategies and to refer to the consultant experience.
