摘要

「都市治理」表現「在地全球化」的內涵，就是「地方國家」參與「全球治理」的行動境界。因為都市是一個可以被經營發展的全球性政經實體，是具有全球經貿實力和文化交流的非國家行為者。因此，中央／地方政府要以新的賞識力來論述發展都市，善用「在地全球化」的能量，來提升都市全球對話的能力與格局。本文亦探討「創能型治理」的意涵；這完全符合全球治理及政府改造的強烈需求。隨著全球化趨勢的衝擊，現代的都市發展需要的是具「在地全球化」心智模式的「創能型治理」及「創能型政府」。本文亦以高雄市政府公教人力發展局近庫來的組織變革為例，說明「在地全球化」在都市治理的運用。

We truly live in a GloNaCal world. City plays a very substantial role in the era of global governance. The concepts of ”local state” and ”enabling governance” were creatively discussed. In this paper, the organizational change of Human Resource Development Bureau in Kaohsiung City Government was examined to provide some enlightenment for city's GloNaCal impacts. It is the right time for us to make a strong case for city to enlarge Taiwan's international dialogue space and to make city in Taiwan as new global dialogue center in some functions.
