根據經建會的調查及推估,從民國九十二年到一百年間,碩士以上程度平均人力供需狀況顯示,包括資訊工程、電機通訊、資訊管理、食品營養、生物科學、工業工程及物理等七大行業的高品質人力,將有供不應求情況,其中以資訊工程最為嚴重。高科技研究人力的主要供應來源為大學,研究所獲成果於課堂上之傳授與分享及高品質水準的大學教師與對科技研究的投入及指導,才是高品質研究人才養成的王道,因此提升大學教師的研究能力與意願,相當重要。針對688位大學教師97年度申請國科會專題研究計畫的狀況及意願所做之調查發現,任教學校類型是影響其申請意願的重要因素。而大學教師認為協能助學術升等是其執行研究計畫最主要的期待,證明國科會的研究補助有提升其研究意願的效果,但煩瑣的經費銷程序及制式的成果報告格式,是影響其提案申請補助意願的負向因素。本研究以赫茲伯格(Herzberg)的雙因子激勵理論基礎分析影響因素的原因及提供解決之建議。
