治山防災或水土保持工程構造物原設計目的為將土石控制及對不同保全對象之防護措施,引用自然生態維護之觀念與做法,來施行其目標,目前引起多方爭議,為瞭解不同背景的使用者的態度差異,因此本研究以問卷調查的方式對專家學者、一般民眾與居民、遊客對於進行不同自然生態工法治理河川之認知進行研究。分析影響專家學者、一般民眾與居民、遊客對認知的差異情形;自然生態工法治理河川之認知與可接受度之相關性,與對於以自然生態工法治理河川之建議。問卷之調查方式為現地訪談回收或交由行政院農業委員會水土保持局、經濟部水資源局及各縣政府水資源局協助調查再以郵寄方式加以回收,共計得有效問卷562份。研究結果發現:1.專家、居民、遊客及一般民眾對於不同的治山防災構造物之安全、生態及遊憩考量態度上具顯著差異。2.專家較支持安全考量態度;而居民較支持生態及遊憩考量態度。3.專家較支持「治山防災構造物要考慮鄰近居民的生活安全」、「治山防災構造物要考慮河川的排水防洪機能」、「治山防災構造物要考慮安全性」之態度。4.不同受測者對各類工法所評之適合性在河溪護岸、擋土牆、邊坡穩定、防砂壩四類工法上具顯著差異。
Ecologically concerned soil and water constructions have been a popular topic of discussed and there have been many arguments put forward for their functionality and safety. This study uses a questionnaire to collect the different understandings from water and soil preserves experts, the residences near the constructions, general residences, and the visitors. Their preferences for different kinds of constructions, their attitude toward the functions of the constructions, and the acceptable construction methods were investigated. On-site face-to-face interviews and mailed questionnaires were collected for a total number of 562 respondents. The results found that there were differences due to the different backgrounds of respondents in respect to ecological and recreational concerns. The water and soil preserve experts placed more emphasis on the safety function of the constructions. They also supported the attitude of construction’s functions in protecting residence’s safety, the drainage and flood prevent function, and the structure of the construction’s safety concern. Finally, the suitability of different kinds of the water and soil conservation constructions was found to vary according to whether they were streamside stable constructions, retaining walls, slope stable constructions, or sand detention dams.
