摘要

近五十年來我國的公共圖書館事業，雖歷經圖書館界人士的努力，在硬體建設方面，有了顯著的成果表現；然而在營運上始終在缺乏明確的讀者對象下，而失去了立足奮鬥的目標。政府目前繼已完成的經濟發展與政治改革後，倡導「社區總體營造」，希望營造出具有健全生活態度與生活價值觀的現代人。由於社區總體營造所需的資訊相當廣泛，舉凡知識、生活、文化、產業等都屬之，資訊需求者是社區的全體居民，這些都與公共圖書館的設置目的相契合，對於跨入下個世紀的我國公共圖畫館事業而言，值得我們規劃出新的經營之道，化整體為分散、化被動為主動、化幕前為幕後等，使得圖書館的功能能夠深入社會、融入生活，以創造新世紀的我國公共圖書館事業。

Although for the past fifty years the efforts of the people within the public library system of Taiwan have had significant results with respect to the libraries, physical facilities, in terms of administration they have been unable to attain their goals by failing from the start to understand their objects-the library users. The government, after completing Taiwan's economic development and political reforms, has promoted ”Community Totality Management” and hopes to produce modern people who posses healthy attitudes and values toward life. The information required by the Community Totality Management is quite broad in scope and includes topics such as general knowledge, life, culture, industry, etc. The seekers of this information are all of the people within the Taiwan community and, as a result, it is quite necessary to incorporate above topics when establishing our goals. As for the way to lead public libraries into the next century, it is essential for us to plan new ways of management including the following: becoming locally independent rather than centralized, going from being passive to active, desiring to provide better service and not simply wanting to obtain recognition, etc. These attitude and administrative changes will create a new era for Taiwan's public libraries by allowing their functions to penetrate into Taiwan's society and become a part of the people's lives.
