山坡地建築開發,除天然不可抗拒之因素外,大部份重大災 之產生,歸因於在坡地開發雜項工程階段之執行確實與否;諸如基址調查、規劃設計與施工及完工後維護等作業未落實,致除於施工中產生即時性之工程災 外,往往亦可能因而種下後續災 之潛因。雜項工程階段工作環 多且環環相扣,若其中任一環 處理失當,均會導致其他環 在各方面有直、間接或程度上影響;但各環 中執輕執重,因工程人員之主觀認定標準與經驗過程之不同而有所落差。本文利用灰色統計法與模糊AHP法,透過坡地工程專家群體之共識,找出山坡地建築開發關鍵性之重要工程影響因子,並據此擬定相關處置對策,以提供後續山坡地建築開發工程決策之參考。
During the hillside construction process, most disasters are caused by improbable executions of construction activities, except for natural adverse conditions. These improbable executions not only trigger the immediate construction disasters, but also become the potential disaster causes in future. In order to effectively manage the hillside construction project, key execution factors must be first identified. The focus of this paper is to adopt Gray Statistics Method and Fuzzy AHP to survey the factors and their weights. Based upon the above-mentioned results, an appropriate hillside construction procedure is then proposed.
