九二一大地震(芮氏規模7.3)瞬間震撼整個台灣人文社會結構及產業制度,且將台灣建築產業中品質失控之現象赤裸裸的呈現,促使社會對於建築品質之確保及建築產業之責任,有一較嚴謹的要求。基於喚醒建築產業界的道德意識以及滿足人們對於較高居住生活品質的期望,基本上實有賴於各類建材品質的控管,而如何確保其控管成效,則必須建立在健全的建材檢驗制度之上。本研究應用社會學者James S.Coleman之理念,檢驗現階段國內建材品質控制之相關法令、分析建材品質控管之現況、檢討現階段之建材檢驗制度問題及系統內部的變化過程。本研究成果提出建材檢驗制度模型之建議方案,以期確保建材品質、保障消費者之權益。
On September 21, 1999, an earthquake with a magnitude of 7.3 on the Richter scale, struck in central Nantou county, shocking both the social structure and the industrial system of Taiwan, and also exposing the lack of quality control in the construction industry. This disaster has sent an urgent message to the construction industry:” it is your responsibility to insure quality control in building materials.” For the sake of awaking the consciousness of the construction industry regarding professional ethics, and fulfilling the expectation of a higher standard of living for the people, an effective and sound quality control system for inspection of building materials must be established. Adopting the concept of the sociologist James S. Coleman, this paper reviews the current regulations for the quality control of building materials, analyzes the current quality control system itself, and then reassesses the inspection system and quality control procedure for building materials. Finally, a complete inspection system and operational framework for quality control of building materials is proposed.
