摘要

本文把文化視為都市發展的重要組成要素，討論說明戰後台灣都市規劃缺乏文化要素的危機挑戰，並藉此指出文化環境規劃的未來方向。文章的重點，除了討論說明文化的意義外，也將從文化與都市規劃的關係，指出文化導向的空間規劃意義及內容。此外，本文也將就綜合性的策略規劃，分析工具及配套方案的執行，文化城市評估指標系統建立與成果評估報告檢討等三個面向，簡要說明文化城市規劃的重點內容及其挑戰。

By seeing culture as vital to urban development, this article discuss the crisis and challenge of urban planning in postwar Taiwan from the perspective of the cultural element that it lacks, and subsequently suggests directions for the future development of cultural environment planning. Besides discussing the meaning of culture, the meaning and content of culture-oriented spatial planning is also investigated, with reference to the relationship between culture and city planning. Based on the three perspectives of comprehensive strategic planning, analysis, and implementation, as well as indicator evaluation and plan monitoring, cultural urban planning and associated challenges are proposed as basic elements in cultural environment planning.
