The purpose of this paper was to explore the types and functions of public participation in tourism planning. The case study was conducted on the Puli and Sun-Moon Lake Scenic Area. Four types of public participation had been applied. They are (1)contact with certain groups and associations, (2)contact with individuals, (3)public hearing, (4)organization of the third sector. The implicated process was explained and finally the recommendations for organization and management activities were proposed.
