The purposes of this article are mainly to review the formulation and practice of 2006 program evaluation of higher education. Besides, this article also finds out the advantages and disadvantages, facing problems. Based upon the analysis, some suggestions are made for reference to the educational administration agencies. At first, this article discusses the meanings and goals of higher education; in the next place, the paper introduces the development of our nation' higher education evaluation and reviews the formulation and practice of 2006 program evaluation of higher education; finally, this article reflects the program evaluation and make some suggestions for it.
