摘要

德意志聯邦共和國自1949年建立以來，其政府組成幾乎都是以聯合內閣的型態出現，本文除了說明德國聯合內閣的發展之外，也探討這種政府組成方式對於『基本法』所設計的政治體制有何影響。本論文指出聯合內閣對於總理的權力以及國會議員的自主性影響特別大。

Since the establishment of the Federal Republic of Germany in 1949, only once has federal Germany been ruled by a single party with a parliamentary majority. Coalitions are therefore the norm. This article presents the development of coalition and analyzes how formation of coalition influences the constitutional system in Germany. It argues that the coalition has a great influence on the power of the chancellor and the autonomy of members of parliament.
