高中體育班課綱訂定之研究

The Study on Establishment the Curriculum Guideline for PE Classes in Senior High School

摘要


本研究目的在從政策制訂者的觀點來探討高中體育班課綱訂定之背景、做法與展望,論述課綱訂定背後之理念與意義。研究方法採個案研究法,以訪談、文件分析為主要資料來源,將訪談錄音檔案轉化成文件資料,以分析、詮釋、歸納整理研究文本資料,透過描述詮釋相關資料,並用三角檢驗法檢核資料的真實性。研究參與者為3位課綱行政決策者,研究結果:一、現況分析:(一)眾聲嘈雜-來自「基層」的聲音、(二)虛有其表的學科學習、(三)高中職課綱分流或合併的考量。二、政策制定者的理念分析:(一)掌握基本能力與領域特殊性:課綱制定委員的考量、教材制定-掌握基本能力、學科基本能力門檻的設定、應用英文的加入、提供適性的補救教學;(二)和社會連結的學習經驗:多元化的升學管道、體育專業知能的銜接、通過考試的考驗。三、政策制定者的省思:(一)職業類別群組複雜難做明確分野、(二)多元行政資源的融入、(三)社會「聲音」下的省思、「政策執行面」的省思。結論:政策制定者的思考觀點,以鞏固體育班學生學科學習的基本能力,語言學習融入體育班特有的國際比賽情境,兼顧第二專長的學習,以選手未來面對人生挑戰的關鍵時刻為主要考量點。

The purpose of this study was to investigate the decision-making viewpoints of policy maker of establishment senior high school PE classes curriculum guidelines. The methods of this research used case studies, which drew on data collected from interviews, analysis, annotation and sum up study text documents. The participants in the study were three administrative decision-making of establishment senior high school PE classes curriculum guidelines. The main results can be summarized briefly here: 1. The present climate analyses include the voices from the basic level, worthless study of academic subjects, and combination or branching of the PE curriculum guidelines in both senior and vocational high schools. 2. The considerations of the policy makers should include the ability of curriculum making committee members, setting the ability threshold of academic subjects, the increase of applied English, remedial teaching, multiple entrance channels, and the connection of PE knowledge and skills.3. The reflections of policy makers include simplifying the vocational classification, blending the multiple administrative resources, paying attention to the social voices, and the strategies execution. In conclusion, the main considerations of policy makers should strengthen the subject basis ability of PE students, increase the foreign languages for international competition, helpful PE students learn second special skills for the future challenge and career.
