摘要

行政院鑒於推動B2B電子商務對提升產業競爭力之重要性，選擇重要行業積極推動供應鏈及需求鏈的電子商務相關業務。基於重點突破及資源集中原則，並為建立產品供應鏈電子化（B2B E-Commerce）作業能力，首先選定資訊電腦產業為試辦對象，於八十八年七月份開始推動『資訊產業電子化A、B計畫』。該計劃的推動成敗，除影響台灣資訊相關產業供應鏈電子商務化的發展進程，亦影響政府推動其他產業電子化後續計劃的實施。本研究以『資訊產業電子化A、B計畫』為研究目標，探討企業參與跨組織合作計劃的因素，在分析採用意願因素時，除考慮『主導廠商影響力因素』外，特別將『政府主導因素』納入考量，以突顯臺灣推動產業電子化環境面的不同，期望能獲致有別於歐美國家的研究結論與貢獻。

The R.O.C Executive Yuan believes that B-to-B e-commerce is a means to improve the competitiveness of Taiwan's industries. Based on this belief it has adopted a variety of strategies. It has extended the Industrial Automation Plan to include e-commerce, formulating the Industrial Automation and E-Business. This program continues to promote advances in Taiwan's manufacturing capability and competitiveness. The IT industry will serve as an implementation benchmark for automation and B-to-B commerce in other industries. The ”IT industry type A/B Project” will be effective from July 1, 1999 to December 31, 2001. The study directed against the project will be probe into the factor of supply chain member join in the interorganizational cooperate project. Specially, Add to ”Influence of leading enterprise” and ”Government predominate” two construct. The study will emphasis on the environmental and regulatory aspects of Taiwan's IT industry B-to-B EB supply chain. Expect obtain the different conclusion and contribution from Western country.
