從物業管理探討都會區公園委外方式之研究

A Study on Outsourcing of Park Land from the Viewpoint of Professional Property Management

摘要


為了創造高品質的生活環境,各級政府莫不傾力闢建公園、綠地,以提供居民更多的休閒空間。但公園綠地興建後,仍需時時加以管理與維護,方能維持其舒適性及優雅性。這些管理與維護費用,將會隨著公園綠地數量的增加而不斷提高,但近年由於政府財政經費短缺,加上「民間參與公共建設」的政策逐步落實於台灣的公共建設,自民國91年始,各級地方政府依據逐漸有將公園之維護管理工作委託予民間執行之現象。基於上述研究動機,本研究探討專業物業管理的方式導入公園委外經營實務運作的方式,期能發展出委託單位及受託單位良性互動模式,俾和諧順暢完成委託契約關係,並就桃園縣中壢市都會公園進行案例分析建議。

Each level of government endeavors to develop parks and parklands to ensure residents have sufficient leisure space and a high quality living environment. However, once a new park has been established, extensive maintenance is required. As the number of parks increase, the cost of thismaintenance also increases. With these escalating costs and the city's limited fiscal resources, it is essential that park maintenance strategies be reengineered to ensure the cost does not prohibit other equally important government initiatives.However, in recent years, because of the government's financial budget shortage and the gradual fulfillment of the ”Private Companies Participating in Public Constructions” policy in Taiwan, starting from 2002. Each level of city government outsourced its park maintenance and management to a private company.Therefore, this study would be discussed the professional property management apply to the management between the government's client and personal commission. The purposes in this research have three points. First, analysis the feasibility in park management applied professional property management. Second, appraise interaction between the government's client and personal commission. Third, provide some suggestions and arouse the citizens to value the park and green land further.
