國民黨與民進黨大陸政策之比較研究（2008∼2014）

摘要

2008年國民黨馬英九政府上台後，兩岸關係不論是在政治、經貿、文化教育等領域上，皆進入了有史以來最快的發展。國民黨也以大陸政策作為施政的重要主軸，並將此視為解決台灣內政、外交問題的重要手段。而身為在野黨的民進黨，則對國民黨所提出的大陸政策進行了許多的批判，國民黨與民進黨對於大陸政策與兩岸關係的走向，有很大的歧異。因此，本論文欲研究國民黨與民進黨在大陸政策上的異同之處。

本論文以David Easton的政治系統論作為研究架構，以文獻分析法作為最主要的研究方法。而最主要的研究目的有四點：第一，探討國民黨與民進黨是在什麼樣的背景因素下制定其政策。第二，探討國民黨與民進黨在大陸政策上的歷史演變。第三，分析國民黨與民進黨在2008年到2014年這六年間的大陸政策與主張。第四，將國民黨與民進黨的大陸政策與主張進行比較，這也是本論文的核心重點。

President Ma, Ying-jeou of the Republic of China (Taiwan, ROC) making the Kuomintang (KMT) the party of power since 2008 has created the most rapid progression in the fields of politics, trade and economics, education and culture, etc. in the history of the cross-Strait relations; furthermore, the KMT sees the Mainland China Policy as the major axle for its administration and the vital means to tackle the issues on interior and diplomatic affairs in Taiwan as well. As the opposition party, the Democratic Progressive Party (DPP) has been criticizing such Policy, showing how divergent both Parties are regarding the Mainland China Policy and the direction of the cross-Strait relations. As a result, the author attempts to investigate the identical and divergent points of the KMT and the DPP on Mainland China Policy.

The study employs David Easton’s political system theory as the architecture and the documentary analysis method as the main methodology. The queries are the followings: a. contextual factors of both Parties’ Mainland China Policy making; b. historic development of both Parties’ Mainland China Policy; c. assays on both Parties’ Mainland China Policy and the assertions in 2008-2014; and d. comparison between both Parties’ Mainland China Policy and the assertions a.k.a. the core of the study.
