古蹟工程施工廠商最有利標評選作業之研究

摘要


摘 要 古蹟修復是一門極高度專業化技術且繁複的學問,涵蓋、牽涉的範圍亦相當的廣泛,並受文化資產保存法等相關法令的保護。它與人們間有著習習相關、牢不可分的文化情感,是社會共同記憶與自我認同之象徵。如何審愼的保存古蹟、進行妥善的修復、尋找最適當施工廠商,是我們想要研究的課題。如何依據修復原則,做出最好的品質,以延續其壽命,而不是對它造成二度的傷害、甚至毀滅,是本研究最關注的問題。目前古蹟採購案大多仍是採用最低標方式決標,其結果有可能因為低價搶標,而造成劣幣驅逐良幣之情形。不僅績優廠商無法生存,亦可能為古蹟帶來浩劫。 經本研究調查,目前國內古蹟工程較少採用最有利標來決標。主要原因係不知如何建構其評選項目、權重及訂定施工廠商投標資格、招決標方式。本研究針對工程造價為新台幣5000萬元(行政院公共工程委員會規定查核金額)左右案件進行探討。對於如何評選出綜合考量後最適合承攬本案之施工廠商其評分主項目、子項目之擬定及權重配比進行研析。以供承辦類似此案例之承辦單位,於訂定相關項目及評分標準時有具體方向及內容要項可供參酌。並有效節省準備相關招標評選作業,對該部分主要之時間。及提昇各發包單位對於古蹟工程案決標方式以最有利標方式評選之意願。 本研究藉由文獻回顧、相關法令及專家學者、業界相關廠商間之問卷、訪談。及實際執行古蹟工程發包,以最有利標決標,成立評選委員會等相關經歷。對古蹟建築修護、行政作業及廠商投標資格、招決標方式等議題提出建議。探討古蹟施工廠商招決標方式及投標資格,並運用層級分析法(Analytic Hierarchy Process ,AHP)建構古蹟施工廠商評選項目權重,提供評選委員及各界在評選中參考。

A Study on the evaluation procedures of most advantageous tender for Historical Building conservation ABSTRACT Historical building restoration, which comprises extensive spheres, is an extremely highly specialized technique and complicated scholarship and protected by the relevant rules of Cultural Heritage Preservation Act. It is close to people’s cultural emotion as well as a symbol of self-identification and common memory of society. This survey mainly concerns how to preserve historical buildings cautiously, restore them properly and select the best contractor to prolong their life span, rather than causing second damage or even destruction. Most cases of historical building procurement takes the tender awarding method of “low pricing bidding”, which possibly causes the malignant competition, not only to get rid of the excellent contractors but also bring catastrophe to historical buildings. Through our survey, domestic constructors of historical buildings seldom use “the most advantageous tender ’’mainly because they lack experiences of setting the evaluation regulations(for determining the most advantageous tender), weights, tender participating qualification, invitation tender method and tender awarding method. This study focuses on the cases which construction costs are over 50 millions NT dollars (the procurement of a value reaching the threshold for supervision set by Public Construction Commission, Executive Yuan), and to establish and analyze the main and supporting items of evaluation and the weight ratio for selecting the qualified contractors. We wish this study will provide the specific directions and items for other constructors to consult with . Thus they can save time of evaluation and effectively enhance the procuring entity’s willingness to utilize the evaluation procedures of “most advantageous tender” for historical building conservation. This study is based on literaturereviw, relative rules, experts’opinions, questionnaires of relevant constructors, interviews and contracts of historical building construction in practice, experiences of establishment of committee and utilization of the most advantageous tender. It makes suggestions on the issues of historical building restorating, administrative works , tender participation qualification, the invitation tender method and the tender awarding method .It also use the “Analytic Hierarchy Process, AHP” to establish the evaluation weights for selecting contractors, and provide an useful reference for the committeemen and the related agencies to practice.
