國家教育研究院之籌設歷程與功能運作之探究

摘要

本研究旨在探究國家教育研究院的籌設歷程以及其功能運作，並且主要針對以下三點加以探討：1.探討國家教育研究院的發展脈絡與籌設歷程；2.剖析國家教育研究院籌設歷程中的重大事件，並分析其影響國家教育研究院籌備工作進行之因素；3.分析國家教育研究院目前所具備的功能及角色。本研究的研究問題則包括了探究設置國家教育研究院的背景脈絡、影響國家教育研究院設立之因素，以及目前國家教育研究院所具備之功能與角色等三項。本研究透過訪談法與文件分析法進行研究。以文件分析法界定出大致的籌備時期及重要大事記，以訪談法獲取有關國家教育研究院籌備歷程之重要事件資訊以及影響國家教育研究院籌備之因素。

本研究發現，綜觀國家教育研究院的整體籌備歷程，教育部始終扮演著關鍵的決定角色，而臺灣省精省、政府組織再造等因素，使得國家教育研究院必須以整合既有單位的方式設置。而影響國家教育研究院的籌備工作因素則包括不同政黨對於研究單位設置的理念爭議、行政法人化政策的法源欠缺及政策目標不清，以及採取既有單位整合方式籌設時面臨的人事安置等。目前國家教育研究院所具備的功能則主要是以實務導向、應用性之研究為主，並透過與教育部合作之資源管考機制，使教育研究的工作進行更貼近政策所需。

最後，本研究對中央教育行政機關提出協助國家級教育研究院發揮政策諮詢與研究應用的功能，成為真正的教育研究智庫，以及應審慎詳加規畫設置其他國家級教育研究院之必要等兩點建議作為參考。

The purpose of this research is to explore the preparatory process, the context and the function of National Academy for Education Research（NAER）. The research intends to depict the general history and the context of NAER’s preparatory process is investigated. In addition, key factors and events which make an impact on NAER’s establishment are analyzed. Thirdly, the research describes the current mission and contributions of NAER. Interview methods and documentary analysis are used to define the different phase of NAER’s history and interpret how key factors make an impact on NAER during its preparatory process.

The research findings show that Ministry of Education played an imperative role throughout the whole preparatory process. Besides, the government’s view in downsizing of public organization, the policy of Administrative Corporation affected the way how NAER should be established as well. As for the current contributions of NAER, the research findings indicate that NAER focuses on applied and policy-oriented education research.

According to the previous findings, it is very important to assure the role of NAER in implementing education research as well as its possible role in delivering education research findings.
