台灣綜合型大學教學研究效率評析-三階段資料包絡分析法之應用

摘要


本研究之目的是探討各綜合型大學之相對教學研究效率,並以提升效率為目標提出教育政策建議。台灣教育政策較重視國立而忽視私立,且東部大學的資源較其他地區相對較少,民國94學年度教育部提出的「發展國際一流大學及頂尖研究中心計畫 (五年五百億計畫) 」讓這樣的情況更加顯著,因此本研究將採用能夠屏除環境對樣本影響的三階段資料包洛分析法,分析93到95三個學年度間,國內40所綜合性大學的效率。研究結果發現,雖然國立大學的資源較豐厚,但是不管調整前後,國立大學的平均純技術效率值均比私立大學低,顯示國營企業的無效率性在台灣綜合型大學也有相同的情形;而東部大學雖然資源投入和產出都較低落,但其效率在調整前並不低,排序是北部、南部、東部及中部。調整過後,中部因所處的環境極為不利,因此調整後躍居第一,而東部雖敬陪末座,但和其他區域的相對效率差距不遠。私立大學和東部大學相同,多處於規模報酬遞增階段。獲五百億計畫補助的大學在調整前效率表現較差,雖然在調整後有較好的效率,但是和未獲得計劃的大學相差不大。五百億補助計畫多集中在頂尖大學,但有些未得到補助的學校,學術經營效率也很高,顯示此項補助計畫對提升大學之學術經營效率的幫助相對意義不大。

The purpose of this study is to evaluate teaching and research efficiency of 40 multiversities from 2004 to 2006 in Taiwan. In the long run, Taiwanese government always pays more attention in developing public multiiversities than the private multiversities; and the multiversities in the eastern region of Taiwan are also disregarded. However the Ministry of Education announced tries to improve the research efficiency for better multiversities through “five-year-fifty billion” project. This study employs three-stage data envelopment analysis to evaluate the relative teaching and research efficiency for 40 multiversities. In the first-stage, the average pure technical efficiency for public multiversities is lower than private multiversities, and the same results can be obtained in the third-stage analysis. However, the average pure efficiency for eastern region’s multiversities is poor, but it is improved in the third-stage analysis. It concluded that the academic supports for eastern multiversities are much lower than other regions, but the multiversities in the eastern region can utilize the supports efficiently. It shows that the scales of eastern multiversities are too small. Thus, the Ministry of Education needs to expand the scales of eastern multiversities. Besides, this study finds that some multiversities perform less efficiency even they get the extra support from “five-year-fifty billion” project. Therefore, the study suggests that the Ministry of Education needs reconsider the “five-year-fifty billion” project.
