都市的發展成長像個有機循環體,當遭逢機能退化、衰頹沒落階段,必須進行更新或再發展,藉環境設施更新再生方式讓都市繼續著既有的文化脈絡,解決衰頹問題,使都市再生、恢復生機,避免因老舊而髒亂不堪的生活環境破壞生活品質,進而成了都市景觀的毒瘤。 本研究以臺北市政府依法劃定的都市更新地區為主要研究範圍,在更新地區內「重建」方式之更新案,性質類似於不動產買賣市場上建商供給之住宅標的;換言之,更新重建與建商實施土地開發方式供給住宅市場之建案具有同質性,作為進一步研究分析對象。本研究試圖分析申請都市更新審議之更新單元與不申請都市更新審議之建案兩者間,在實際市場情況下,開發商在路徑選擇上有何差異。樣本從民國89-99年內政部營建署使用執照資料,建立X、Y座標資料庫,在台北市政府核定之更新地區內,申請的更新單元與一般建案(非更新審議),導出各更新地區中更新市場偏好分析研究,檢視不同更新地區在實際情況下,從建案資料中分析其基地面積統計,得出的結果進而分析兩者間的最適規模推估。 結果顯示,更新地區內的確有超過更新單元最小基地面積限制的一般建案存在,而更新單元達3,460平方公尺以上的基地規模,從本研究認為應在實務上提高獎勵程度,遞延該基地規模暴露的風險域情況,可以有效鼓勵再開發市場擴大整合基地規模的意願,從本研究結果做為再開發市場決策上的實證,對於未來都市更新的獎勵政策提供參考。
The development of urban growth is like an organic body of the loop, once facing the aftermath of the degeneration, recessional and declined phase, must be urban renewal. In this study, according to the Taipei City Government designated renewal Areas for the major research areas, "reconstruction" method the Renewal case is similar to the supply of real estate transactions on the market subject.This research is based on the Ministry of the Interior Construction and Planning Agency of the demolition / construction license to build the registration of the case X, Y coordinates databank, analyzing 10 years during The renewal areas which is ratified by the Taipei City Government is applied for the construction of the building by the actual change in the amount of empirical case result, export strategies adopted by different analysis.
