社區自主推動整合策略之研究-
以雲林縣虎尾鎮公安社區之藝術推動計畫為例

摘要文建會83年提出「社區總體營造政策」，透過社區新風貌的營造計畫與推動，讓各社區保有自己的在地文化及特色，漸漸築起社區營造的風潮。而後延續推動新故鄉社區營造成果，96年10月再以「地方文化生活圈」區域發展的概念為出發，規劃「地方文化環境發展計畫」及「新故鄉社區營造第二期計畫」之雙核心計畫，冀由社區營造的擴大與深化，透過空間整理與地方人士共同經營，推出藝文參與的社區營造方式，提升社區文化生活及自治品質，但在社區總體營造過程中，又依不同的形態發展的社區，因而產生其他問題的存在與發展。本研究透過文化部103年社區總體營造計畫，協助公安社區之進行社區營造規劃與推動，以藝術推動確立社區發展架構模式，從中探討藝術於社區推動方案，協助社區找到屬於自己的人文特質與特色。本研究以雲林縣虎尾鎮公安社區為研究對象，提出目的為：(1) 從文獻探討分析社區自主推動的整合運作策略、(2) 經實際行動歸納社區自主推動的具體運作策略。並研擬研究問題為：(1) 從文獻探討中，分析社區自主推動的整合運作策略有哪些?、(2) 經實際行動後，歸納社區自主推動之具體整合運作策略有哪些? 在此，從2014年5月進入研究場域，為期半年的時間，經實際進行之研究資料分析後，提出改善策略與研究建議，提供未來進行社區改造經營時得以參考及自主推動。

In 1994, the council for cultural affairs proposed to policy of "Integrated Community Development", the new look of the community through the development plan and promote, to keep a cultural landscape unique and characteristic to their own community, and social movement with community development was emerged. The continue to promote the new home community to create results, in October 2007, continue to concept development as a starting of "life circle of local culture", to plan of dual-core plan of "environmental development plan of local culture" and "the second phase of Plan of new home community development", hoping to expand and deepen community development, and through sorting space and common operate with local people, and released the community development the way to participated of arts, to enhance the cultural life and autonomy quality of community. But in the community develop process, it's was depending of the form of community development and resulting in the existence and development of other issues. In the study, to assist the community development planning and promote through the “Integrated Community Development Plan of 2014” of Gong-An community. The arts promote for the establishment of community framework model, and discussion promote arts programs from the community, assist to find their own humanistic qualities and characteristics of communities In the study, Gong-An community in Huwei Township, Yunlin county was chosen as the research site with the following objectives: (1) to examine and analyze operational strategies for community autonomy on promoting integrative strategies and (2) to sum up concrete solutions for community autonomy on promoting integrative strategies through practical action. The study also attempted to address the following questions: (1) Identifying integrated operational strategies for community autonomy on promoting integrative strategies based on literary reviews and (2) summarizing concrete solutions for community autonomy on promoting integrative strategies through practical action. In order to address these topics, the author visited the research site in May 2014 to conduct and extensive study that spanned half -year, and study analyze through practical action, the study also offers improvement on future policy on proposals and references for community autonomy on promoting.
