統包工程投標作業探討－以鐵路工程為例

營造廠商在備標作業程序的過程中，歷經業務拓展、資格文件、投標作業及投標報價等階段，完善周延的評估程序可確保營造廠商的利潤不被風險侵蝕，亦可使得公司永續經營。而過去的文獻有許多探討備標作業、投標決策與策略、競爭策略或投標評估程序之研究，但針對統包工程甚少討論，因此本研究著重在統包工程投標作業探討。依據本研究成果，統包工程投標作業主要關鍵工作分為評選項目、洽尋設計顧問、廠商資格與商業條款、實地探查、關鍵工作分包廠商報價以及大宗材料及主要設備估價與成本分析等6大項。決策投標與否應先針對6大關鍵工作審慎評估，本研究運用2個統包工程案例，一為以隧道工程為主體，另一以橋樑工程為主體，來說明6大關鍵工作的重要性，俾利定出合理成本與標價，以供決策者做最後定奪。

The procedures in preparing tender operation, including going through business development, qualification documents, tender operations and tender offer stages. A well prepared assessment process not only ensures the profits will not be in jeopardy of risks, but also maintains the company’s sustainability. In the past, we see many of the literature prepared by standard operations, bidding decision-making and competitive strategy or tender evaluation process, but little for the turnkey construction has been discussed. Based on the results of this research, the key works of a turnkey construction project include six key works, which are project evaluation, selection of design consultants, bidders’ qualification and commercial terms, site investigation, quoted price of key subcontractor, bulk materials / major equipment and cost valuation and analysis. This study focused on the turnkey project in the tender operations of the key works.Whether to tender or not should base on the careful evaluation of the aforesaid six key works. Therefore this study has adopted two actual cases of turnkey projects, one for a tunnel project, the other bridge project, to demonstrate the importance of the six critical works; so that the proper cost and tendering price can be made for the policy makers to do the final decision.
