高雄市國小教師藝文活動執行策略之研究

摘要


本研究目的應用全面品質管理理論和透過問卷調查,分析高雄市國小教師對於政府推動藝文活動執行策略產生服務品質重要程度與對於活動執行推動的滿意度落差。提出提升藝文活動落實的建議,以配合市場需求促進市民對於藝文活動響應與環境提升。本研究透過藝文活動相關理論文獻回顧,歸納相關服務滿意度構面,應用PZB 服務滿意度績效評估方法,並依不同地理位置學區需求特性,以李克特五等格量表作為問卷的衡量基準,針對高雄市國小教師為對象來發放問卷。 研究結果發現教師對於藝文活動執行,在藝文活動環境規劃、學校藝文計畫落實及資源分配不均三大部分有落差,呈現不滿意的情形。建議政府在執行藝文活動時,能先多了解地方特色,依在地文化做長程的規劃,在推展學校藝文計畫時,可依各校特色多元發展,充分發揮在地特色。政策落實必須與在地優勢結合,否則容易讓政策空洞化,導致推行不易。在環境方面,建議辦理藝文活動時,也能多元宣導,讓資訊普及化,讓民眾都能知悉藝文活動資訊。在大型活動舉辦時,能預先規劃好交通運輸,讓民眾感受到參加活動是非常容易。本研究結果期待在未來政府施政規劃與方向有參考價值。

The purpose of this study was by means of the Total Quality Management and questionnaires survey, to analyze elementary school teachers in Kaohsiung City Government. The research were tried to find the gap between the service qualities of importance and of satisfaction, for the implementation strategies, in promoting arts and cultural activities. Propose the implementation of recommendations in order to meet the market demand for cultural activities to promote public response and environmental improvement.In this study, via literature review the theory of cultural activities and relatives, generalized the relevant dimensions of service satisfaction, applied the PZB performance evaluation approaches, and depending on the needs of the school district as demographic characteristics, Likert scale format as a measure base for elementary school teachers as an object for questionnairesin Kaohsiung. The results showed that teachers perform for cultural events, there is a gap of three parts, such as cultural activities in environmental planning, school arts program implementation and uneven distribution of resources, showing unsatisfactory situation.Recommendation was laid, that the Government in the implementation of cultural activities can be paidmore attention about the local characteristics, according to the local culture to arrange long-range planning. Pluralism based development on school characteristics can give full play to the ground characteristics in the promoting the arts and cultural activities in the school plan. Policy implementation must be combined with the advantages of the ground strength, otherwise were easy to make policy hollowing out, resulting in the implementation difficult.In environmental terms, it is recommended, not only more diverse advocacy,informationpopularization can be aware but also, when processing cultural activities. Which is able to better transportation planning in advance, so that people feel participate in activities is very easywhen the mega events were organized. Hopefully, the results of this study have reference value in the future for the policy planning and direction by Government.
