溫度選擇權在台灣之可行性分析

摘要

人類的生活和大自然之間有著密不可分的關係，甚至可以說是依賴著大自然而生存著。《氣候經濟學》的作者弗理德黑姆．施瓦茨（Friedhelm Schwarz）就曾在書裡提到，全球經濟活動有五分之四都受到氣候影響。我國農業在面臨氣候等天災時，政府目前僅只能已事後補助的「農業天然災害救助辦法」為主的救助制度，長久以來對國家財政上造成負擔，雖有學者提出「農作物保險」，但台灣環境不適於其發展，至今未發行。所以我國農業的風險控制方式，仍急需新的解決之道。
擬從氣候衍生型商品之特性來試圖探討以溫度選擇權來取代台灣在農業上多年來使用的「農業天然災害救助辦法」，進而討論溫度選擇權在台灣的可行性。利用風險特質來分析「農業天然災害救助辦法」的替代方案，針對風險特質分析之結果，探討台灣農業以溫度選擇權代替傳統的「農業天然災害救助辦法」之影響為何，就上列分析，推薦台灣以溫度選擇權做為農業災害在風險控制上的最佳模式，最後就上述的探討，提出討論與建議。以期能藉此機會為我國在期貨市場及農業風險控制方面，提供另類的思考模式。

The weather is the key reason to affect the most global economy. It also is a close relationship between human life and nature. Recently, most of businesses have used weather derivatives to avoid weather risk.
The rules on "Salvation Regulations for Agricultural Disasters" will make an economical loan on budget of Taiwanese Government. The insurance could not be issued and would be limited by agricultural environment. The agricultural risk needs to avoid by an insurance solution.
This study focused on the possibility of issuing temperature option and analyzed backup solution by insurance property in place of Salvation Regulations for Agricultural Disasters. It found many excellences when issuing temperature option instead of Salvation Regulations for Agricultural Disasters and how to design the best module issued temperature option for risk management of weather. Finally, this study provided another direction to discuss and suggest for option market and risk management in Agricultural Disasters.
