臺灣文化創意產業園區樣態及設置條件之研究

摘要


臺灣「文化創意產業發展法」已經立法院99年1月7日三讀通過,訂定有關產業租稅抵減優惠、獎勵輔導措施、文創事業人才培育及土地開發利用等,以推動文創產業做為下一波產業發展的重點。另產創條例亦以發展產業園區為目標,內容涵蓋無形資產流通運用、產業人才資源發展、資金協助、永續發展環境及土地提供等各方面具體措施。基於此發展趨勢,如何建置更完善的文化創意產業園區樣態、定位、開發模式及管理機制等相關法制研究,強化園區成為知識分享與激發創意的平台基地,強化文化創意產業部門之間的創意互動及經濟交互效益,成為未來臺灣文化創意產業園區發展政策的重點。 本研究將擬議臺灣文化創意產業園區之定義、類型、功能定位及開發管理政策。本研究首先進行相關文獻之分析探討,並藉由初級、次級資料之收集,以及深度訪談後的訪談整理,得出本研究結論:(一)文化創意產業園區規劃多年,但發展緩慢、(二)相關政策的制訂配合措施、(三)文化部需增加政策執行力,並做好園區溝通之橋梁。根據研究結論提出的研究建議包括:(一)重新檢討文化創意產業園區發展性、 (二)與地方政府產生聯結,加強政策之宣導、(三)是否適用其他經營方式。

Taiwan Cultural and Creative Industry Development Act "has been the Legislative Yuan on January 7, 1999, read by the set of relevant industry tax credit offers, incentives counseling measures, cultural and creative career personnel training and land development and utilization of, in order to promote cultural and creative industry as the focus of the next wave of industrial development. Production record Ordinance also the development of industrial parks as the goal covers the flow of the use of intangible assets, the development of industrial human resources, funding assistance, and sustainable environment for the development of land to provide all aspects of specific measures. Based on this development trend, how to build a better park-like state of the cultural and creative industries, positioning, development model and management mechanism for legal research, to strengthen the park to become a knowledge sharing and stimulate the creativity of the platform base, strengthen the cultural and creative industries sector creative interaction and economic interaction effectiveness, and become the focus of Taiwan''s cultural and creative development of the park policy. In this study, the proposed definition of cultural and creative industrial park in Taiwan, types, functions and location of development management policies. This paper begins with a literature review. Based on a collection of both primary and secondary data, as well as a compilation of materials obtained from in-depth interviews, the paper presents the following conclusions: 1. Although the process has been ongoing for many years, the planning of Cultural and Creative Industries Parks is slow. 2. Better efficiency is needed for the legislation process of related policies. 3. The Ministry of Culture needs to step up the implementation of policies and play an active role in bridging communication between different creative parks. Based on the above-mentioned conclusions, the paper offers the following suggestions for future research:1. Review the prospect of developing Cultural and Creative Industries Parks. 2. Establish connections with local authorities and educate the public about policy issues. 3. Determine whether other modes of operations can be applied to the parks.
