在台外資企業談判能力、政治風險意識及其因應策略關係之研究

An Empirical Study of the Relationship between Bargaining Power, Political Risk Assessment and Strategies of Multinational Corporations in Taiwan

摘要

本文主要目的在於分析外資企業進入台灣後，在台灣政治環境下經營企業，其特屬優勢形成談判能力，政治風險意識高低及其可能的因應策略之間的關係。透過77家外資企業之問卷調查與資料分析結果顯示日資企業較偏好採用當地化因應策略，員工人數愈多，規模愈大的企業其談判能力愈強，企業成立年數愈長，則在產品上愈差異化且外資比例愈具優勢。
研究結果亦發現企業談判能力、政治風險意識及其因應策略之間存有顯著的關係。企業在談判能力上具策略性產業優勢和產品差異化優勢，面對政治風險傾向採用當地化因應策略。企業在政治風險意識上認知政治穩定性風險和貿易及外匯管制風險則傾向採用政治及法律策略。而且，政治干預和企業談判能力、政治風險意識交互作用亦影響政治風險回應策略。

The main purpose of this study is to examine MNCs’ risk factors due to political changes, bargaining powers in terms of specific competitive edges, and strategies to deal with the risks. This study collected data by questionnaire from 77 MNCs in Taiwan. It shows that Japanese firms tend to emphasize localization of their operational to adapt to political risks. On the other hand, larger firms, in terms of employee number and operational scale, have more bargaining power.
The study indicates that MNCs’ bargaining power and their awareness of political risk effect on their adapting strategies. Firms that possess advantages in terms of strategic edges or product differentiation tend to emphasize localization of their operations, while firms that perceive political or exchange rates as major risks tend to focus their adapting strategies on political and economic affaires. The study also shows that there is an interaction and impact on of firms by government intervention, bargaining powers, and risk factors of political changes on risk-adapting strategies.
