我國體育替代役實施現況分析

摘要

本研究目的在分析我國體育替代役自民國91年度實施後，行政院體育委員會對體育替代役之規劃方向、用人需求、服勤管理及人力運用之現況，並進一步探討體育替代役之實施對我國體育發展之影響。透過文獻分析法，從相關替代役法令規章等政策出版品資料及訪談相關業務推動人員後，發現體育替代役之實施對我國體育人力資源在具役男身分優秀運動員之生涯規劃、國家競技選手培育之銜接、全民運動之推展及我國軍中體育之賡續運作等現況均具積極正面意義。本研究結果可提供我國正值役齡之運動員生涯規劃及相關政府主管機關於未來規劃體育替代役實行等方向之參考。

The purpose of this study was to analyze the current alternative military service of sports policy and the influence toward Taiwan physical education and sports development. The research was utilized document analysis method to dissect publications published by central government and related scholars. Besides, interviews also have been adopted from related policy makers and executives. This thesis obtained the following conclusions: (1)The alternative military service of sports is beneficial for Taiwan outstanding (illustrious) athlete's lifetime plan. (2)It links up the policies with the different cultivation systems of athletes between military sports and national excellent sports. (3)The promotion of the alternative military service of sports continues being the advancement of military sports. The researcher expects that these explorations will supply some critical ideas to young athletes, leaders and administrators in academic circles and government's institutions in the future.
