探討市地重劃、都市更新、危老改建成效之城市永續

2021年4月22日是世界地球日(Earth Day)，今年的主題是【修復我們的地球Restore Our Earth】。 1997年12月11日在日本京都府京都市召開聯合國氣候變化綱要公約，參加國三次會議制定的。目標是《將大氣中的溫室氣體含量穩定在一個適當的水準，以保證生態系統的平滑適應、食物的安全生產和經濟的可持續發展》。2015年的巴黎協定和聯合國宣布了『2030永續發展目標』〈Sustainable DevelopmentGoals，SDGs〉。參與國也大都宣示將在2030年達到零碳排的目標，可見永續發展議題越受重視的趨勢。鑑於此，本研究亦著重在永續城市建構目標與企業間的連動關係，由於要提供居住具包容、安全、韌性及永續性的永續城市給人民，本研究從政府針對永續發展市鎮規劃的公共政策與民間企業組織方向切入，政府透過市地重劃、1998年都市更新條例、2016年危老條例等政策，期許改變城市風貌與安全，建構SDGs永續城市為發展目標。如何在推動的過程，不影響經濟損失甚至創造更大的產值與利益，也是當代值得深入探討的一大課題。本研究採取質性研究以深度訪談法中的｢引導式訪談｣，會談的主題以事先擬定，而受訪者仍可自由的讓問題自發性產生，避免遺漏相關的重要資訊，有系統的訪談相關人士。以個案內容分析模式對訪談內容針對市地重劃、都市更新、危老改建、綠建築、智慧建築、公共空間與老齡化無障礙空間需求等，企業推動效益深入探討分析，並論證。期望藉由本研究結果，能為未來有意願推廣永續城市的政府部門與企業組織提供參考價值，共創未來美好的居住生活。
