Stop and Reflect, II: Recreating the events that led to the establishment of the Taiwan Medical Social Workers Professional Organization

摘要

中華民國醫務社會工作協會（以下簡稱醫協），是全國第一個以在地醫院社會工作實務者為主體，組織創立的社工專業組織。1983年在台北馬偕醫院舉行成立大會，然而倡議籌組醫務社工專業團體的號角聲，是從中部地區東海大學校園響起，且與兩場意外登上台灣社會工作專業組織發展歷史舞台的社工實習相關活動，緊密連結。本文查閱分析主要的文獻與訪談關鍵人士，重現這段幾乎在台灣社會工作專業組織發展歷史，被遺忘與未被書寫出來的歷史場景。並嘗試去理解，在動員戡亂時期人民團體的組織運作仍受到高度管控的年代，社工學界與醫務社工相關人士如何從動念、發聲及組織的過程，才能突破體制，創會成功。這段小歷史的記錄、書寫及重現，除可留下完整台灣社工專業團體發展歷史片段，或能帶給當前及未來社工實踐者與學習者，些許的啟發與觸動。同時也希望有助於未來社會工作專業結社與專業化議題的探討。

The Medical Social Work Association R. O. C . was the first organization for social work professionals domestically established , whose members mainly comprised social work practitioners of local hospitals. In 1983, the conference for founding the R. O. C. was held at the Mackay Memorial Hospital in Taipei. After the founding, the organization and its operations were completely centered on Taipei. However, there are records regarding an initiative to organize a medical social work professionals group from Tunghai University in the Mid Taiwan. This was closely related to two social work internship activities that unexpectedly became a part of the development of social work professionals' organizations in Taiwan . This article reviewed and analyzed the main literature , interviewed key persons , and reproduced the forgotten and unwritten historical scenario of the development of organizations for social work professionals in Taiwan. The article also aims to clarify how these organizations were established during the period of national mobilization to suppress communist rebellion, when organization and operation of such establishments were strictly controlled, and how people in the social work academia and medical social work began to think, speak, and organize themselves to break through the system and found such organizations successfully. The writing and reproduction of this small history record can not only bridge the gap to complete the history of the development of Taiwan social work professional groups, but also inspire and motivate current social work practitioners and learners. It is also hoped that this may benefit the discussion on organizing social work professional associations and professionalization issues.
