新自由主義全球化必須被反對,因為它的意識型態以及實際過程促使國家與社會的市場化,從而帶來激進民主甚至憲政民主的危機,以及社會結構的極化。因為民族國家式微說與國家空洞化的論述經常正當化國家從社會職能上的淡出,因而也需要被反對。反對全球化不能藉由民粹主義或是鄉梓政治的路徑,因為它們經常是前者的配套存在,我們必須要思索一種新的國際主義的可能,在各種空間尺度(包括民族國家尺度)上進行反抗實驗,交換與轉換各個尺度的經驗。本文並提出一種「慢社會學」作為抵抗全球化速度政治的知識與政治路徑,目的則是為了重建「社會性」,抵抗國家與社會的市場化,並使國家與市場鑲嵌於市民社會。唯有以市民社會為基礎的激進民主才能有效馴服市場並使國家復得其社會性。從頭到尾,本文將新自由主義全球化視為資本主義的最新發展階段,因而既是外在更是內在於台灣社會的重要現象。
The hegemony of neoliberal globalization has to be challenged, because that its ideology and practical processes lead to the marketization of the state and of society and, hence, the crisis of democracy and the polarization of society. Since the ”decline of nation-state” discourse, as a major parallel to the prevailing globalization discourse, often, in consequence at least, legitimizes the abdication of the state from its social function, it also needs to be critically examined. This paper also proposes that anti-globalization cannot resort to populist strategy or ”politics of place,” it has to call for a new internationalism imbued with appropriate analytics and politics. A ”sociology of slowing down” is outlined for meeting the challenge of real-time neo-liberal hegemony. Its key intent is to rebuild the social so that a strong civil society is able to consciously direct the market and the state. Only through radical democracy can the market become tamed and the state become social. Throughout the paper the neoliberal globalization is perceived as a new phase of global capitalism which is both external and internal to Taiwan society.
