2009年6月行政院核准台北縣、台中縣市、高雄縣市、台南縣市、升格為直轄市及2014年底桃園縣升格直轄市,由此可謂是台灣地方自治史60年來最重大的變革,且影響層面亦相當的廣泛,而本研究之目的在於透過文獻分析、深度訪談來了解台南市升格直轄市後造成組織內部和組織外部及地方政治的生態變遷。研究發現後,提出具體建議。 〈一〉 課、室辦公場所的設置,應注意到百姓洽公的方便性及清潔隊回歸區公所的重要性。 〈二〉 縣市合併改制後直轄市長應把權力下放給區長。 〈三〉 縣市合併改制後社區展協會與里辦公處的角色功能定位應明確。 〈四〉 落實區與區合併,推動區長民選與選舉區級議會。 〈五〉 縣市合併改制後,區政諮詢委員定位與原鎮民代表會閒置空間再利用。 〈六〉 縣市合併,派系與政黨對地方政治版圖的變化及衝擊。
On June, 2009, the Executive Yuan approved the upgrade of Taipei County into a special municipality, the mergers of Taichung City and County, Tainan City and County, and Kaohsiung City and County into three special municipalities. At the end of 2014, Taoyuan County will upgrade itself to become the sixth special municipalities. These upgrades are the greatest transformation in the past 60 years of the local government autonomy in Taiwan, creating a significant impact on all aspects. The thesis was conducted to explore the transition of the local political ecology internally and externally after the upgrade of Tainan City into a special municipality. Through literary analysis and in-depth interviews, certain constructive suggestions are proposed in this study as below: 1. The setup of the local offices should be more friendly and convenient; the Cleaning Squadron should be owned and controlled by the local District Office. 2. Mayor of the Special Municipality should delegate power to District Supervisor after the merger. 3. The roles and functions of the Community Development Associations and the Village Office should be more distinctive after the merger. 4. Realization of the merger of districts, and promotion of District Supervisor election and District Council. 5. The position of district commissioner should be clarified, and deserted space of Township Representative Council should be reused after the merger. 6. The merger has an impact on local political ecology and also brings changes to the political parties and factions.
