臺灣國際商港港口國管制(PSC)受檢船舶遴選再檢模式之研究

A Study on Ship-reinspection Selection of Port State Control for International Commercial Ports in Taiwan

摘要


本研究擬建置一套受檢船舶再檢遴選制度,依據受檢船舶最近一次檢驗報告中缺失紀錄,進而得出受檢船舶是否需要再檢之必要性。本文藉用港口國管制中船舶缺失數據資料進行模糊化,再透過重要/表現程度分析法,使其形成一個二維矩陣,後續利用多準則決策,將各項檢查缺失類別交互影響的因素所產生的問題,來修正重要性表現程度矩陣中各象限內缺失項目相對位置,並藉由每月船舶缺失紀錄更新其風險評估尺度,以使建構之船舶再檢遴選系統更具有彈性與實務運用性。此遴選系統除可降低國輪遭至被扣船之事件發生,亦可作為國輪船舶適航性評估依據,進而嚴防國輪淪為次標準船,也可防堵次標準船進入我國管轄水域內航行。

This study is designed to set up a set of ship re-inspection selection system. Based on the defects of last inspection record, this system will help to verify whether re-inspection is needed or not. To fuzzify the database of Port State Control together with Important Performance Analysis (IPA) method, a two dimension matrix is established. Furthermore, Multiple Criteria Decision Making (MCDM) method is used to solve the problems which are caused by the interactive factors and re-evaluate the defects in the IPA matrix. Therefore, the system shall be flexible and practical to adjust the scale of risk assessment with monthly defects record. The system can improve the detention record of national flag vessels as well as build up a standard for assessing seaworthiness. Preventing national flag vessels from becoming substandard and avoid substandard vessels entering into Taiwan waters and port ares is also the goal of this study.
