學校執行「學生每週在校運動150分鐘方案」之個案研究

A case study on "Students' 150-minute program of school-based weekly exercise"

摘要


本研究目的為研究學校執行「學生每週在校運動150分鐘方案」的現況、成果與影響因素等。為此目的,研究方法採個案研究的方式,以半結構式訪談個案學校的計畫負責人,以蒐集相關資料。研究結果顯示:(一)SH150方案理論基礎不夠完整且目標的明確及可行性仍有進步空間;(二)國中以上層級的學校在安排150分鐘的運動時間上面臨很大的困難,且學校執行計畫意願不高;(三)校內非正式課程活動很多,需做好溝通與配合、執行人員的專業知能為一大問號、標的團體多數願意順服、地方政府對執行過程提供協助及監督執行成果均未採取積極的作為;(四)個案會根據實施結果修正計畫而繼續實施且預計未來實施普遍率會持續提高。研究結論為:(一)方案特性、政策本身所具條件、政策本身以外的條件均會影響學校執行結果;(二)SH150方案執行受先天限制;(三)「溝通」為學校執行計畫中重要的要素;(四)在學校執行方案上,標的團體的順服為最大優勢,時間資源為劣勢。

Introduction: The purpose of this study was to investigate the current situation, outcomes and influencing factors of the implementation of 「150-minute for Students' Weekly School Work」 program. Methods: In this study, case studies were conducted in a semi-structured interview with the school's program leader to collect relevant information. Results: (a) The theoretical basis of SH150 program is not complete and the goal is clear and feasible there is still room for improvement. (b) A school above the middle school level arrange for 150 minutes of exercise time on the face of great difficulties, and the school plans to implement the intention is not high. (c) There are a lot of informal courses in the school, which need to be well communicated and coordinated, executives' professional knowledge is a big question, most of the target groups are willing to obey, local governments have not been positive active in providing assistance to the implementation process and monitoring implementation results. (d) the case will continue to be implemented in accordance with the results of the implementation of the plan and is expected to continue to improve the implementation of the general rate of the future. Conclusion: (a) The nature of the program, the conditions of the policy itself, and the conditions other than the policy itself will affect the school's performance. (b) SH150 program is subject to basic restrictions. (c) 「Communication」 is an important element in the school's implementation plan. (d) In the school implementation program, the subject of obedience as the biggest advantage of the time resources for the disadvantages. Finally, the suggestions are put forward based on the conclusion, which will provide reference for the related units and future research.
