民眾參與社區營造對社區意識影響之研究—以台北市芝山岩社區為例

摘要

民眾參與為推動社區營造、活化社區的主要動力，其發展成功與否的根本，在於社區居民實際的參與行為，藉由社區居民的參與，以公共事務的參與為核心，落實與強化社區自主的能力，並激發凝聚利害與共的社區意識，達到社區的認同感。因此，推動社區營造的重要關鍵在於如何凝聚社區意識，及激發社區居民積極參與公共事務。
芝山岩社區於民國85年進行地區環境改造計畫，奠定了社區營造的基礎，其多年來致力於社區營造的經驗值得推動社區營造學理研究及實務工作者的參考，故本研究選定此社區做為研究案例。本研究透過相關文獻回顧與現況調查分析，藉由專家問卷內容效度審查，進而對社區居民進行問卷調查，並利用SPSS統計軟體進行分析。研究結果顯示，民眾參與社區營造確實影響了居民社區意識的發展與社區意識的高低；民眾參與的程度是影響社區意識的重要因素，參與程度越高者，其社區意識也越高。本研究建議可以藉由營造社區特色、提升參與社區活動及志願服務、強化社區組織、暢通社區資訊的傳播，以促進居民對社區的主動關懷，進而激發居民的社區意識，達到對社區的認同感，提升社區生活品質。

The public participation is the main motive force to promote community empowerment and revitalize the community. The resident participation behavior is the development of the fundamental to the success, with the participation of the community residents, participation in public affairs as the core to implement and strengthen community independent ability. To inspire and condensed the sense of community to achieve the community sense of identity. Therefore, the key to promoting community empowerment is how to condense the sense of community, and inspire community residents to actively participate in public affairs.
The zhishanyan community in 1996 conducted a regional environmental improvement plan to establish community empowerment foundation. Many years, is committed to community empowerment experience is worth promoting community empowerment reference to the theoretical research and practitioners, so selected this community as a case study. In this study, through the analysis of the literature review and investigation of the status, by the expert questionnaire content validity review, and turn to conduct a survey of community residents. Using SPSS statistical software for analysis and the results show that the public participation of the community empowerment affected the development of the residents' sense of community. Public participation is an important factor of influence community empowerment, the higher of participation, the higher sense of community. This study suggests that by create feature of community, enhance participation in community activities and voluntary services, strengthening of community organizations, unimpeded dissemination of community information. To promote the residents to be concerned about the community, thereby stimulating the sense of community, to achieve the sense of identity, and enhance the quality of life.
