摘要

中亞地區包括哈蕯克、吉爾吉斯、塔吉克、烏茲別克、土庫曼等五國，基於其亞、歐橋樑之戰略位置，富藏之石油資源及相關國家相對贏弱之政治、經濟體質，招致美國、俄羅斯及中共之覬覦，形成外國勢力在中亞較勁之三角關係，呈現地緣戰略、民主戰略、能源戰略及反恐戰略等層面利益街突之中亞新安全觀。目前吉爾吉斯阿卡耶夫政權第一張骨牌已倒，烏茲別克暴亂方殷，若未能妥適因應，將持續淪為國際強權之祭壇，中亞五國暨人民未蒙其利，反受其害，勢將永無寧日，安全堪憂。

The Central Asia refers to the following countries: Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, and Turkmenistan. Despite the strategic bridging location and the richness in oil, the abovementioned five countries are comparatively feeble in their politics and economy. The political and economic weakness leads to the covetousness of U.S.A., Russia and China; and arouses them to reach their arms toward the Central Asia. The so-called wrestling Central Asian Triangle is formed subsequently. It is crystal clear that the various geopolitical strategies, democratic strategies, energy strategies and antiterrorist strategies structure a new viewpoint of the security of Central Asia. The number one political figure of Kyrgyzstan, President Askar Akayev has been overthrown. Riots just started in Uzbekistan. Without an effective and appropriate operation, Central Asia has to yield herself to becoming sacrifice of the foreign might; people there suffer not only from being deprived of their benefit but also from maintaining a difficult living. The security of the Central Asia deserves a close and attentive observation.
