專案施工階段界面整合管理因素之分析與研究 －以醫院建築工程為例

摘要

本研究基於為提昇在醫院建築工程中醫療空間施工及建造品質，經由文獻、理論及研究者從事醫院建築工程設計監造多年實務經驗檢討，在建築工程分標發包策略檢討、開工前之前置作業檢討、設計圖說施工性之檢討、專案施工組織之檢討、建築與機電系統之檢討、機電系統測試運轉檢討、法規之改變或限制之檢討方面共彙整提出「施工整合」、「施工計劃」、「施工組織」、「施工風險」、「測試運轉」、「契約法規」、「施工工法」等七項施工界面之關鍵影響構面，並藉由工程界多位實際從事工程管理經驗專家之訪談、問卷，對於前述建築、機電及空調設備系統等影響構面因子之經驗問卷意見中，共篩選確認岀非常重要或稍微重要之檢核因子共39條。
其中本研究所彙整提出之影響構面因子，以蒐羅具備工程施工管理知識專長者之寶貴意見，以及匯集實際執行界面管理之實務經驗，經由嚴密統計理論的探究驗證進行修正，故期能提供相關營建單位於執行工程施工時綜合界面整合管理的參考與應用，可就本身專案需求選擇適宜界面管理因子，使施工整合管控更加周延，符合原有整體施工規劃之執行管制，以利專案工程順利進行。。
綜合上述，本研究對於未來施工階段界面整合問題，依據建築物的生命週期，將建築工程自招標發包至施工履約管理一併提出研討，並提供各階段相互間界面整合之關鍵因素與分析，以提供專案管理辦理施工界面管理時之酌參。歸結提出施工時所應檢核注意重要因子項目，建議承包施工團隊在符合合約圖說規範，及相關醫療及建築技術規則法令機制之運作原則下，執行醫院建築施工管理與各設備系統整合工作時應逐項檢核，則可建造符合醫療品質及安全、便捷、舒適等醫療作業環境之責任，期以提升醫療建築工程之使用功能需求。

To enhance the quality of medial space constructions, based on previous literatures, theories, and practical experience of the researcher in hospital construction design and supervision, a series of reviews were carried out in this study in the aspects of construction project contracting and subcontracting strategies, pre-construction operations, design illustration constructability, project construction organization, architectural and electronic systems integration, electronic system test run, and regulation change or restriction, to propose seven key constructs of construction interfaces, including “construction integration”, “construction plan”, “construction organization”, “construction risk”, “test run”, “contract and regulation”, and “construction methods”. Through interviews and a questionnaire survey with several experts in practical construction management, a total of 39 very important or slightly important evaluation criteria were selected from the factors involved in the aforementioned constructs.
These factors were derived from the valuable opinions of experts with rich knowledge in construction management, practical experience in interfaces management, and were later modified through statistic verifications. Therefore, they could be a reference and applied to interfaces integration and management in the construction stage. For the institutions in charge of project implementation, appropriate factors of interfaces management could be selected according to project demands, so as to conduct effective integrated control and monitoring, comply with the construction plan, and facilitate the implementation of the project. 。
To sum up, for issues related to interfaces integration in the construction stage, this study examined the entire life cycle of the construction, spanning from contracting to contract fulfillment management, and proposed key factors involved in the integration between interfaces in each stage as a reference for construction interfaces integration. It was concluded that factors listed as important in this study should be paid attention to in the construction stage. Besides, on the condition of compliance with contracted specifications and medical or architectural regulations, the construction teams should evaluate each item in hospital construction management and facility systems integration, so as to create a medical environment compliant with the requirement of medical quality, safety, convenience, comfortability, and hopefully enhance the functions of medical constructions.
