It study community of mainly thesis participate in course the neighbors' avoiding case study ,Systematic discussion community participation and the neighbor avoid the effect and interaction operation On Dayuan Township, Taoyuan County and Chiang Kai –Shek International Airport effect of influence of by peach garden county garden township not old the citizens and in airport not straight, as research object, relation question derived in the content that, get the suggestion out of because of in conformity with the scheme , in order to improve the development of the airport type neighbor avoiding type community in regarding airport as the community that the neighbor avoids the phenomenon, let the community participation that has already deepened can be given play to the function that it there should be .
Under sharpening by the most popular political noun「populism」during recent years in the neighbor avoiding type community, it is by some political elites in from on but under mobilization, instigate masses not to be assembled a crowd there aren't activity, these really grass root democracy from bottom to top that makes , is all stuck the name「irrational」, in the participate of community , because the historical background , environmental condition and advantage of each community are not the same, it is a community of the inferior position the most that the neighbor avoiding type community participates in the foundation, because the corrupt name that ' the neighbor avoids the effect ', if in addition, lack community's common consciousness, what the community and neighbor will avoid among facilities is improper in coordination with the relation, often conflicting and greater than cooperation, this text analyzes to every question of this relation, and put the discovery studied in order out to this phenomenon.
This text proposes also to the discovery of studying that the following three research are proposed: First, remove the flat conflict , turn obstruction into helping hand ; Second, strengthen and participate in the system, treasure the democratic achievement; Third, the local demand of grasp, adopt the pluralistic tactics goal, expect the rational strength taking root independent consciousness of democracy of the grass as the centre to continue deeping plough, can impel community development to be cohesiveness flourishing in this way , make country leading public service facility in select site after setting up too at the same time, can respect the neighbor avoiding type community even more on the system , can be developed to participate in common understanding spirit continuously while treasuring these community citizens from bottom to top, create the new opportunity of the neighbor avoiding type community.
