區域的就業機會關係著都市的興盛、居民所得、就業率與生活水平等,本文首先經由相關文獻分析,及專家訪談,將企業選擇台中成為營運總部的各項決策問題,轉化為層級分析架構,以智慧資本分析構面為基礎,發展出人力、關係、硬體結構、軟體結構四大因素,並再將之細分為13項評估指標。其後,透過綜合分析產、官、學三方共15位專家之意見,深入分析企業選台中設立營運總部的關鍵因素,以作為推展台中成為企業營運中心的參考。結論指出產、官、學整體樣本最重視因素為軟體結構,深入分析產、官、學三組專家意見則具有差異性,其中產業界最重視為人力資本,政府官方則最為重視硬體結構,學術界對硬體、軟體及人力三構面之重視程度則較顯平衡,顯示不同背景的專家對此議題的看法存在差異,值得重視與深思。
The purpose of this paper is investigating the factors that enterprises set up headquarters in Taichung city based on the intellectual capital framework. After compiling the related literature, the questionnaire of this study is designed by means of expert interview, focusing on several executives from 3 professional fields: industry, governance, and academic. The paper conducts AHP method constructing 4 criteria for the first level and 13 criteria for the second level respectively. The results indicated the most critical factor on setting headquarters in Taichung is soft infrastructure such as tax policy, government efficiency etc. For further analysis, we found that ‘human capital’ is the most important factor among the industrial experts, from the view of government experts, ‘infrastructure structure capital’ is the most critical factor. Moreover, it shows the academic experts take the three capitals: ‘infrastructure structure capital’, ‘software structure capital’ and ‘human capital’ are obviously to be balanced. The results demonstrated that the different background the expert subject''s view existence difference, is worth taking seriously regarding this with to think deeply by the policy makers.
