有鑒於全球石化能源對生態環境造成的污染日益嚴重,耗竭性能源造成的環境污染問題以及能源短缺等問題,綠色環保意識抬頭,已逐漸影響許多國家永續發展的政策思考與規劃,包括產業發展方面的綠色採購與綠色通路。例如歐盟早自2003即公告相關的環保指令:包括WEEE廢電機電子設備指令以及RoHS電機電子設備禁用物質指令,開始限制使用危害化學品的使用,如果產品不能符合回收再利用和有害金屬管制的要求,可能會面臨重大賠償損失,根本不能進入歐洲市場,甚至嚴重打擊企業形象,對我國電子資訊產業的影響甚大。台灣繼創造出經濟奇蹟後,要在國際間取得競爭優勢,不單只是強化企業經營的利基,也要著重生態保護的工作,將環境保護深植每個企業與每個民眾的心中,唯有台灣建立起綠色環保形象,方能在國際間取得認同。我國是最早通過綠色採購立法的國家之一,在宣示環保行動的決心上有其重要的意義。 在此趨勢下,在產品的設計、研發、製造生產,甚至後端的品牌行銷等經營管理,都應有通盤的考量與因應策略。首要步驟便是先推動綠色採購管理,而本研究之主旨即在探討電子半導體業綠色採購管理的議題,運用質性研究「紮根理論」方法,將文獻整理出的研究架構作為資料蒐集的脈絡。
In the past three decades, due to the climate change and deterioration of global environment, protecting the global environment has emerged as one of the major challenges in international relations. Many global environmental treaties have been negotiated and endorsed. In terms of international business, green purchasing is the most effective driving force for businesses to promote the development of environmentally conscious products and services and to make green supply chain. In developed countries, the green purchasing movement has been greatly promoted among enterprises and governmental organizations. As a result, the sales of environmentally conscious products have grown drastically. In Taiwan, however, there are still lag behind in such matter. We are therefore to discuss how to catch up with the global trend of green purchasing in Taiwan especially for IT Industry.
