本研究結合個案研究與行為計劃理論,來探討影響政府機關評估IP資源管理系統的決策因素。而由於IP資源管理系統是近年來國內各政府機關紛紛導入的系統,過去較沒有這方面的探討個案資料及相關文獻,因此本研究將以政府機關為個案研究對象,進而提出針對政府機關未來導入IP資源管理系統的後續建議。 因此,本研究利用個案研究訪談的資料歸納整理出政府機關在評估導入IP資源管理系統的因素、導入IP資源管理系統過程遇到哪些問題及導入IP資源管理系統後的效益之各因素比較,並利用行為計劃理論分析、歸納整理各因素在行為的態度、行為的主觀規範及行為的認知行為控制上的考量點,探討導入時遇到的問題及導入後所產生的效益來對照是否符合當初評估之預期效益。 本研究主要以政府機關為研究對象,挑選3家具有代表性的中央機關、地方政府機關及醫療單位進行個案觀察及訪談,經過4個月對個案的及資料蒐集,進行資料分析。 研究結果發現,在各個案評估導入IP資源管理系統在計劃行為理論各因素的分析上,態度是最重要的評估決策因素,其中的有用性及易用性都占了相當重要的因素,而主觀規範及認知行為控制上較為其次。而在上述結果後,本研究遂針對超出當初評估預期的部分提出改善建議,希望能在日後其他政府機關評估導入IP資源管理系統時,做為評估之依據指標。
This research integrate case study with the Theory of Planned Behavior to investigate decision factors that government institutions assess the influence of the IP network management system. During the past few years, Taiwan government offices have introduced the IP network management system. Because of deficiency of data and research this area, the research analyze government office and bring up suggestions when government office introduced the IP network management system in the future. Therefore, drawing a conclusion based on the information from case study interview to know the factor before Taiwan government office introduce the IP network management system, issues in the process of introducing and benefit compared with factor. Using the Theory of Planned Behavior analysis, generalize every factor from the behavioral attitude. It is a consideration for these factors that is standards of Subjective Norm and Perceivable Behavior Control. Discussion questions when induced system, and benefit assessment after induced system, compared to original anticipation. These 3 organizations that including central government, government office and medical therapy unit was analyzed by observing and interviewing these units in this article, collecting and analyzing data of 4 months. The research result indicated that in these cases introduce the IP network management system, attitude of the Theory of Planned Behavior is the most important decision factor. Usefulness and user-friendly play an important role in these factors, next factor is Subjective Norm and Perceived Behavioral Control. All the above result in this study provides improvement recommendation that is more than expected with assessment original. When the other government office introduced the IP network management system to expect become the reference index.
