The size of school astronomy facilities has continued to increase. However, insufficient research exists to facilitate planning for these facilities. This project includes a site observation and interviews at 26 elementary schools. This article is the second part of the paper, ”Study of Astronomy Facility Planning to Support Education in Elementary Schools,” and it discusses deeper management and planning issues. Based on the investigation, schools usually face several problems, such as lack of sufficient funding to maintain equipment, a shortage of professional teaching resources, a lack of adequate training, and insufficient multidisciplinary integration of courses. These problems interact with each other, which means that planning for astronomy facilities should not only consider hardware but also management, teaching resources, and course materials. Based on the findings of the study, several suggestions are made. First, planning should consider the needs related to maintenance, equipment renewal, and operation costs during the planning stage. Second, teacher resources represent the key to success in school astronomy education, and these must be organized first. Third, planning and space design should integrate course materials.
