台灣鄉村地區休閒農業發展的論述

摘要

台灣休閒農業在發展上，長期面臨了農業導向鄉村發展與市場導向休閒旅遊兩典範間的衝突。本文以後設分析的方式，論述台灣休閒農業所面臨之問題。休閒農業在台灣的發展，可依法規規範與實際操作的層面，分為休閒農場、休閒農業區與鄉村旅遊等討論範疇。三類休閒型式具有部分相同、部分差異的情況。在理念典範的討論上，休閒農場與休閒農業區是以農業取向為主的鄉村發展策略，鄉村旅遊的呈現則傾向市場取向。而在發展實體的討論上，休閒農場的發展以農場為主體，搭配休閒設施的運作；休閒農業區是以鄉村、社區為範圍，在發展上結合農業與休閒設施等元素；鄉村旅遊則為鄉村休閒旅遊場所形成之網絡為發展主體。故，三者之再現特徵除了共同具有之鄉村性與永續性外，休閒農場凸顯自然化的呈現，休閒農業區旨強調在地化的發展，而鄉村旅遊則重視網絡化的關係。最後，對於台灣未來休閒農業發展的策略上，本文提出以下幾點建議：農業取向鄉村發展與市場取向休閒旅遊的理念融合；現代和後現代休閒農業經營文化的對話與再建構。認為休閒農場和休閒農業區應再建構農場與鄉村社區的實體基礎，並以自然性、永續性和在地性的文化符號進行再現過程。而在休閒功能的表現上，則以鄉村性表徵與休閒旅遊共同建構經營文化和產業理念。

This article is to further explore the current situations, problems and future developmental strategies on leisure farming and leisure agricultural park in rural areas. The different perspectives on agriculture-oriented rural development and market-oriented leisure tourism are both active power to influence the practical experiences of leisure farming and leisure agricultural park to mix with the management of rural tourism. However, how to successfully operate the effective function to achieve the sustainable agriculture and rural development and also bring the economic benefits for leisure farming and economic activities of leisure agricultural park are still difficult and also to face the transformation problems.The strategies are suggested to developing the leisure farming and leisure agricultural park in future as an prominent policy planning and would be operated on the way as following: (1) leisure farming has to keep the agriculture base as the material body and create the representation in terms of sustainability and nature and connect to network of rural tourism by the interrelated state of rurality, (2) leisure agricultural park may form a rural leisure life circle by the material body which composing of agriculture and rural community and create the representation in terms of sustainability and locality. It may create a new rural tourism network in the park or actively connect with other rural tourism domain. In conclusion, the future integration of operating the leisure farming, leisure agricultural park and rural tourism is a new way to further advance the achievement of leisure agricultural industries.
