社區領導人對於執行社區林業滿意度之研究－以第一階段計畫爲例

The Study of Satisfaction for Community Leaders on Performing Community Forestry Projects-A Case Study of the First-stage Projects

摘要

本研究目的在探討各社區領導人在社區林業第一階段計畫的執行滿意度，以提供林務單位推動社區林業計畫之參考。研究採郵寄問卷方式，以參加2002年至2005年社區林業第一階段計畫之社區領導人爲研究對象，共調查361名社區領導人，有效問卷217份。研究結果顯示，影響社區領導人對於社區林業計畫執行滿意度主要有外部關係、居民參與及資源保育三個因素構面，而經由社區領導人與量表問項分析顯示，社區領導人對於社區林業計畫的實際執行結果仍低於預期，平均滿意度爲-0.1至-0.3，顯示仍有許多改善空間。另外，社區領導人擔任理事長次數、計畫參與次數及是否爲原住民部落之領導人，對於計畫執行滿意度呈顯著性差異。本研究建議林務人員應主動走入社區，與社區領導人建立良好溝通平台，增加社區領導人對社區林業計畫認知，以提升社區林業執行成效。

This research aims to discuss communities' performance for operating the project of community forestry so as to be a reference for forest authority to promote community forestry. Research data are collected from 361 community leaders by questionnaire, whose community have involved in the first-stage projects of community forestry from 2002 to 2005. The analysis with 217 valid data shows that the public relationship, participation of residents and resource conservation are the main factors that affect leaders' satisfaction on forestry projects. Average indexes of satisfaction are lower than expected, the average level are-0.1 to-0.3. Therefore, it requires further improvement for executing community forestry. Additionally, there are significant mean differences of satisfaction on leader's seniority, participation times of communities, and whether the community is aboriginal tribe or not. It is suggested that Forestry Bureau should build well relationships with community leaders to improve the agreement of community leaders on community forestry projects.
