大家來唱歌:合唱團組織、社區總體營造與文化產業政策

Let's Sing Together: Choral Organizations, Integrated Community Development and Cultural Industries Policy

摘要


合唱為我國國民喜愛的音樂與文化活動之一,如何發揮其社會滲透力,成為文化建設的基地,同時在既有基礎上進一步朝藝術精緻化與參與大眾化兩方面發展,而在文化產業化上得有一席之地,是本文思考的課題。 本文認為在全球化的脈絡下,文化產業化的政策目標,應當在於為台灣產業創造屬於台灣整體的文化意象,因此應將文化視為一種公共投資,同時將之作為台灣經濟發展的重點基礎建設,然產業化的文化更不能與群眾的日常生活實踐脫節,故而社區總體營造仍應為文化建設政策的指導思想。 作為合唱的參與者,筆者即嘗試從合唱的特性著手,以其為個案,思考現階段合唱在政府文化建設中的可能功能以及合唱團組織在社區文化藝術產業化過程中的可能角色,並依此探討政府文化政策與文化資源分配上相應的方向調整。

Choirs are one of the most popular musical and cultural activities in Taiwan. The purpose of this article is to discuss how a choir utilizes its own social permeability to become a basis of cultural construction and advances itself towards elaboration and massification through cultural industrialization. Under the context of globalization, the policy goal of cultural industrialization should be focused on creating an integrated image of the Taiwanese culture for Taiwanese productions, so cultural construction should be considered as a public investment as well as an important and fundamental process in the economic development of Taiwan. However, the industrializing culture should not be separated from daily life, so the idea of the Integrated Community Development with localization is still the guiding principle for the contemporary cultural construction policy. As choral singers and workers, we try to define the features of choral activities, from which we can think about the possible functions of choirs in current cultural construction and the possible role of choral non-profit organizations in community cultural industrialization. Finally, we make a proposal concerning the direction of the cultural policymaking and the distribution of cultural resources.
